Truework
An employment and income vendor with two paths: an instant answer from records held, and a researched answer obtained from the employer.
Truework appears twice in the committed employment ordering, once for each path, and the two sit at different positions. The instant path answers from records already held; the researched path contacts the employer directly and takes substantially longer.
Treating them as two entries rather than one vendor with a mode is what lets the ordering try the fast path early, fall through to other vendors, and only reach the slow path when nothing else has answered. A single entry would have forced the choice at the wrong point.
