Citadel

Citadel is reached when the vendors above it in the Employment ordering returned no record for the employer in question. A late position is a coverage position rather than a quality judgement — the integration is the same four artifacts as any other, and the response maps into the same canonical employment classes.
A vendor returning nothing for an employer it does not cover is a completed result carrying a coverage code, not a failure, which is what allows the ordering to continue past it without paging anyone.
