Is what the borrower told us true?
Every product in this category answers the same shape of question: the borrower stated something, and an independent source either confirms it or does not.
They share a mechanism as well as a question. Each has a vendor roster, an ordering tried in turn, and one canonical response whichever vendor answered — so the caller's contract never names a vendor, and a coverage miss falls through rather than failing.

How the chain fits together
A vendor that does not cover a case is the normal path, not an error. An employment lookup against an employer a vendor has no record of returns a completed response carrying a coverage code, which is what allows the next vendor to be tried automatically without paging anyone.
That single decision is what makes the ordering work. Treating a coverage miss as a failure would put the fallback logic in every caller and an alert on every miss.
